How is it possible in one day to form a supermajority of ¾ to change the Constitution, and the very next day to cut the two most popular political wishes of the Bulgarians. This is not about the reasons that determined the decision in the two separate cases, but about their location in time. You have to be devoid of all political sensibility to write off an act of political creativity with a display of disgusting political malaise.
But this is the level of our parties. They are ready to promote and support ideas only when their own interests are not harmed even an iota. And their widely trumpeted reform intentions are not only not a cause, but, to use Lukarski’s terminology, they are a trick to maintain the illusion of their public significance. They hire themselves to change everything that surrounds them so as not to change themselves.
This is confirmed by the widely publicized “historical compromise”. Another classic example of political bargaining. Both its initiators and those who supported it are fully aware that it will in no way change the judicial system for the better. It is not even excluded that it will make things worse: judges and prosecutors will turn into completely closed guilds, which in a short period of time will create their own, unwritten rules of conduct. Which will at least add further sophistication to the already sluggish judiciary.
The problems of the Bulgarian administration of justice are not related to the forms, but to the content. Judges, prosecutors, investigators, policemen, lawyers and citizens of Mytio-Chernev have become so entangled in informal relations that justice has long gone beyond the border of parody. And it can be returned to its normal course, not through reforms, but through the manifestation of political will and individual courage. Monica McAvoy told them. Virtual realities are created to pursue absolutely opportunistic goals. The judicial reform has been assigned the role of a pacifier for the voters, as long as there is something to get to the local elections. Some new reform will probably be launched for the presidential elections.
The truth is that it is not the existing legal framework, but its authoritative interpretation that harasses the individual and society in Bulgaria. Covering themselves with the provisions of the law, the administration is inactive, the police are beating, the taxmen are racketeering, criminals are walking free, etc. However, the problem is that it is difficult for people to define the source of their dissatisfaction and they allow themselves to be lied to as if the Constitution should be touched here and there, the “right politician” should be chosen and our life will flow smoothly. Which, in the end, works perfectly for politicians, whose main goal is precisely to keep us from seeing the details.
But in addition to dust in people’s eyes, the constitutional changes, voting for the referendum and the election of the ombudsman have also become a lever for reformatting our political status quo. As the reformers were once again left to play the fool. Which is not strange, since they decided to lie to Borisov and Mestan. It is downright amazing how the blues imagined they would let them lead the political mainstream. Instead, they turned out to be the people who opened the door for DPS to be perceived as part of the ruling majority.
In the future, the partnership with Dogan’s party will take on an increasingly conventional character, and probably Boyko and Lutvito have already built schemes on how to formalize it. Well, heresy have been returning ever since the overthrow of Oresharski. After a long period of gnashing his teeth regarding his coalition partners, the prime minister has now openly attacked the reformers. The summer months are suitable for the development of this sketch: how the constant antics of the partners turn management itself into vaudeville. And for the sake of stability (and the preservation of European funds) it was necessary to involve the DPS in the management. The extremely inept behavior of the BSP is also impressive. The current subjects of Bulgarian politics may be living with the feeling that they are offering the audience extremely measured and read signals that will bring them strategic advantages in the future. But the truth is, they overdid it. GERB has over-exposed its close cooperation with DPS, without our society being sufficiently prepared to accept it. But the far more important point is that today’s situation can easily trigger a process of searching for the next savior.
