The new head of the Energy and Water Regulatory Commission (EWRC), Stanislav Todorov, does not meet the criteria for the post, opposition lawmakers warned.LaborAnd they warned that his election called into question the legitimacy of EWRC decisions.
Todorov’s candidacy is from “We continue the change” and was voted by the National Assembly on Wednesday, around 20:30. GERB and MRF did not take part in the vote, while Vazrazhdane was against.
Todorov was nominated by the PP as head of the EWRC, and shortly before that – on January 19, he was appointed by Prime Minister Kiril Petkov as fourth deputy minister of energy.
The CV of the new head of the regulator states that he graduated in law from Sofia University “St. Kliment Ohridski ”, as well as International Trade Law at the Central European University in Budapest. He writes that he has 9 years of managerial experience in energy during his work at AES Maritza Iztok 1.
Because of Todorov, changes were made to the Energy Act. However, the new text of paragraph 1, item 59 of the Additional Provisions enters into force on February 1, 2022, and the proposal for Chairman of the EWRC, together with the attached documents of the person such as diploma, employment record book, etc. were submitted to the Parliament’s office on 26.01.2022. As of that date, the old text of the Energy Act is still in force and the requirement for an internship in energy is in accordance with the provision of paragraph 1, item 59 of the Additional Provisions of the Energy Act. . From the attached documents for work experience in the energy sector it is evident that such an experience of Todorov can be defined only that in “AES Maritsa East 1” EOOD, which is the only company with a license.
Todorov’s experience there is approximately 3 years. Another issue is that Todorov was released from AES Maritza Iztok 1 in 2015, as he did not conduct public procurement if there was a legal basis for it.
A total of 113 violations of the Public Procurement Act were detected during an inspection of PFIA, while Todorov is a manager at AES Maritza Iztok 1.
The latter can be seen as facts from a report of the Agency for State and Financial Inspection (PFIA) from the same year, which established a violation of the Public Procurement Act (PPA) in the amount of BGN 104,707 thousand and a total of 113 violations.
Even during the election, the former Minister of Energy Temenyzhka? Petkova reminded the ruling majority of the requirements for the chairman of KEBP to have at least five years of experience in the family. And “AES Maritsa East 1”, in which Stanislav Todopov has years of “managerial experience”, is only a thermal power plant.
