The HCP launches the process of overhauling the National Employment Survey

The High Commission for Planning (HCP) announced on Monday the launch of the process of overhauling its National Employment Survey, which constitutes a fundamental pillar of the collection of information on the labor market in Morocco.

This initiative emanates from the HCP’s conviction as to the relevance of adapting its labor market observation system and its concern to regularly ensure compliance with international standards governed, in this area, by the International Organization of Labor (ILO), indicates the High Commission in a press release. According to the HCP, in view of the profound changes that the labor market is experiencing, accentuated by the digital revolution, as well as by the socio-economic dynamics in which Morocco is part, it has become imperative to adapt the measurement tools and monitoring the socio-economic reality of our country of which the labor market constitutes a key component. Thus, the redesign process will focus on revising the conceptual framework, the sampling methodology as well as the thematic coverage, and will aim in particular to understand the rapid transformations of the work environment accentuated by the digital revolution, its impacts on the future of the labor market and monitor the dynamics of new forms of employment.

It will also be a question of integrating the new international standards governing the production of labor market statistics, taking into account recent advances in international conferences of labor statisticians, and of revising the sampling methodology of the said survey with a view to to ensure the measurement of changes in results quarter-on-quarter in addition to the usual measurement year-on-year, and to strengthen the territorial representativeness (regional and provincial) of its results.

This overhaul process, which will be carried out in close consultation with the various stakeholders, including key ministerial departments, the various public and private actors of the labor market in Morocco, and ILO experts, should also explore new themes linked to the labor market, in particular green employment and labor migration. The work linked to this overhaul will extend over the period 2024-2025, with a view to establishing a new labor market observation system in 2026. The year 2024 will be devoted to the design and testing of said device. In 2025, it is planned to conduct a survey in parallel to the current survey in order to estimate the impact of the changes introduced on labor market indicators.
