The Growing Housing Shortage in the Netherlands: Future Residential Area Development

The housing shortage has increased sharply in a year. In 2023 there will be a shortage of 390,000 homes. Last year it was still 315,000 houses. Only around 2028 will the tightness in the housing market ease slightly.

This is evident from a new forecast from ABF Research. This research agency annually calculates the housing shortage on behalf of the Ministry of the Interior.

The researchers looked at the growth of the population and the expected housing construction. Earlier forecasts had expected the housing shortage to decrease as early as 2026.

The housing shortage has risen sharply because the number of households in the Netherlands is increasing faster than expected. According to ABF, this is largely due to the arrival of Ukrainian refugees. There are also fewer places in nursing homes, so that the elderly can stay longer in their homes.

Objective out of sight

At the same time, fewer houses will be built in the near future than previously expected. Partly because of the rise in mortgage interest, which means that homes are more often out of reach for buyers, there is reluctance among project developers to build.

The research agency assumes that the government’s goal of building 900,000 homes by 2030 will not be achieved. And in order to achieve the objective of outgoing Minister of Housing, De Jonge, to reduce the housing shortage, more new houses are needed than previously planned: 981,000 homes.

De Jonge says he already saw the disappointing figures coming. “This is not unexpected, but it does underline the need to ensure that the number of new homes increases faster than the number of people that are added. We will have to make up for the housing shortage. And so we have to move faster and with more direction, build more affordable homes.”

Long-term

The housing shortage is expected to decrease after 2030, to 205,000 homes in 2038. However, the research bureau points out that it is difficult to accurately predict population trends, and therefore the demand for homes, because it is uncertain how many migrants will come to the Netherlands.
