The report of the Vaud parliamentary commission of inquiry (CEP) on the financial difficulties of the Riviera-Chablais Hospital (HRC) in Rennaz will be published after the second round of the cantonal elections. Its 17 members have completed their hearings and will begin the final phase of their work, they said on Wednesday.
Established by Parliament on March 30, 2021 and constituted last May, the CEP-HRC is “responsible for investigating and reporting to the Grand Council on the implementation and monitoring of the construction as well as on the management of the Hospital. Riviera-Chablais (HRC) and to shed light on this file”. It started its actual work in July.
In detail, this PIU had to examine, for example, the governance and transparency in the management of the HRC project, the exchange of information and the relations between the various management entities, the control and management of the costs of construction, the control of credits obtained and the transparency of financial information or even the sizing of the hospital itself.
Vaud and Valais to the rescue
As a reminder, the HRC, which brought together five hospital sites in the region, welcomed its first patients to Rennaz in November 2019. Its financial difficulties came to light a few months later, with the announcement of a hole of 18 million francs in the 2019 accounts, i.e. a deficit three times higher than expected.
The cantons of Vaud and Valais were called to the rescue to ensure the viability of the establishment. Additional loan guarantees have been requested for 70 million francs (400 million in all). At the operational level, financial support of 125 million francs over fifteen years is planned.
Site visit
The 17 members of the commission of inquiry proceeded to requisition documents from the many authorities concerned by its mandate. She received 46 federal binders, the equivalent of 12,700 pages of paper documents, as well as 10,220 digital files (7.32 GB in total), she explains in a press release.
From November 2021 to February 2022, the CEP-HRC organized 22 hearings. These generated 255 pages of hearing minutes, summarizing 33 and a half hours of interview, she adds. The members of the commission also traveled to Rennaz on September 30 for a visit to the HRC.
“To date, the commitment of the deputies-members represents 1888 hours dedicated to the work of the commission, with the support of a secretariat made up of three collaborators, which has to date devoted 2500 hours of work to administrative and scientific support. “.
Not before April 10
The commission has now begun the last phase of its work, i.e. the drafting of its report, which is expected by the Grand Council by March 31, 2022. “To avoid any risk of instrumentalization of its report during the cantonal elections March 20 and April 10, the CEP-HRC has decided to submit its report in the weeks following the holding of the ballot”, she announced.
“The technicality, the scale and the widening of the scope of the investigation also have an influence on this calendar”, she still wishes to specify.
The use of this rare device, the last use of which in the canton dates back to 2003 with the debacle of the BCV, had been requested by the right. The government and the left of the hemicycle opposed it from the start. His creation had been narrowly accepted, except for one vote. The Valais deputies refused to investigate the HRC, of which the Valais owns a quarter.
