On January 16, the Provincial Administrative Court dismissed the voivode’s complaint against the resolution of the City Council regarding the study that allows partial development of the Czech Hills. The court found that all the aspects raised in the voivode’s complaint were unfounded. Lublin Voivodeship Office an appeal was filed. He had until March 10 to do so. The Lublin Voivode, Lech Sprawka, delayed announcing the decision in this case until the last moment. On Friday morning, he announced that the complaint had been filed.

– By adopting the study, the City Council did not properly balance private and public interests – says Sprawka.
The second argument is the fact that the court did not take into account documents submitted directly or through it by the social party, i.e. residents.
In the opinion of the voivode, the last and previous judgments focused on green areas. Meanwhile the biggest doubts concern the change in the development of green areas where the TBV company, which is the owner of the land, wants to build blocks.
– The judgment contains arguments that these three plateaus have very little natural value and that therefore it is permissible to change their function. But it is worth noting that the case file contains the opinion of the Regional Directorate for Protection and Environment, which contradicts this – says Sprawka. And he adds: – I know that this opinion is not binding for the City Council. But since it is required, the question arises whether the decision-making body will take it into account or not. That is why I am accusing the Provincial Administrative Court of ignoring the management’s opinion. And I believe that this is one of the elements that should be taken into account.

The information about the filing of the cassation complaint was welcomed by the activists defending the hills. – We weren’t quite sure, but the things that the voivode pointed out are clear. It was a great injustice that the court did not pay attention to decisions, opinions and documents indicating the richness and nature of the hills and the presence of many protected species on them.
