Covid vaccine, Notice of Commissioner Arcuri. ULS Syndicate: “of Doctors and Nurses we can’t take it anymore”.
We are disappointed and we are outraged by the umpteenth recourse to institutional precariousness in the Notice of Commissioner Arcuri aimed at the recruitment of 3 thousand doctors and 12 thousand nurses in view of the anti COVID vaccination plan throughout Italy – they affirm in a note from the National Board ULS Union of Healthcare Workers.
The amount of 9 billion euros allocated to the Healthcare Recovery Plan was not enough, the more than 80 thousand infected among health workers, many of whom hired on a temporary basis, were not enough. We continue on the closed road of precariousness by contacting the Employment Agencies through a framework agreement that will have to identify the staff who will have to manage the largest mass vaccination in history with recruitments of 9 months.
Recent and very recent history has taught nothing – the trade unionists continue. Cutting beds and not hiring permanent staff are elements that have contributed to the default of health in this country. The tragedy of Covid 19 has highlighted the importance of the social protection of workers. The intermediation of employment agencies, in addition to a probable increase in total costs, would entail for the health worker who will accept these conditions a period with fewer rights than other Workers and not be protected by unemployment benefits or other protective instruments. social security, such as paid sick leave or accident protection.
In light of the COVID-19 crisis, this is the right time to follow these guidelines and restructure or rebuild existing systems. It is clear that all Workers, regardless of the way they work, must have access to health insurance and social security assistance, must be able to stay at home when they fall ill and benefit from income support in the event of a reduction in working hours or job loss due to the crisis.
Recently, the ILO Recommendation (No. 202) on social protection systems, of 2012, established that all countries should guarantee to workers at least a basic level of social protection and guarantee a progressive adaptation of protection to as many people and as soon as possible. In Italy we are in 2020 and we still turn to Employment Agencies. In the health sector, it is really unacceptable – conclude from the ULS Syndicate.
