JAKARTA – Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPANRB) Tjahjo Kumolo said the completion of honorary targeted for completion in 2023. This is as regulated in Government Regulation (PP) No.49/2018 concerning Management of PPPK.
Where in article 99 paragraph 1 it is stated that non-PNS employees who served in government agencies prior to the promulgation of this PP still carry out their duties for a maximum of five years.

“Regarding honorary staff, through PP, they are given the opportunity to be completed until 2023,” he said, Monday (17/1/2022).
The PP also states that one of the completions of non-PNS employees can be done through PPPK recruitment. Where if they meet the requirements as stipulated in the PP, honorary staff can be appointed as PPPK.

Furthermore, Tjahjo said that temporary workers with basic jobs such as cleaning and security can be taken from third parties.
“To meet the needs of very basic jobs such as cleaning service, security and others, it is recommended to fulfill them through outsourcing, with general expenses, and not payroll costs. Outsourced to third parties, so that they can be appointed as employees of the third party,” he concluded.
