Last week’s farmers’ protests in the capital drew a reaction from the authorities. Taking into account the proposal of 50 members of the Seimas, the head of the parliament Viktorija Čmilytė-Nielsen calls an extraordinary session of the Seimas. The Ministry of Agriculture is stopping the implementation of the decision on the restoration of perennial meadows.

An extraordinary session of the Seimas is being convened on February 12-15 this year, it is announced in the decree signed by the Speaker of the Parliament. When the opposition spoke about the need to hold an extraordinary session of the Seimas, the ruling party took this initiative. As Jurgis Razma, Vice-Chairman of the Seimas, said, 50 signatures were already collected on Monday to call for an extraordinary session. The conservative did not hide that the main pretext for the extraordinary session is the farmers’ protest that took place in Vilnius last week and the demands raised during it.

“The main pretext is to adopt amendments to the Excise Law regarding the wider use of green fuel and excise duties on liquefied petroleum gas. But, of course, there will be other questions,” said J. Razma.

The Ministry of Agriculture also reacted to the protests, it issued a statement that the decision on the restoration of perennial meadows is being stopped.

Pending the European Commission’s (EC) evaluation, which could create conditions for reducing the annual reference ratio for perennial meadows, the applicants would be sent the 2023 December. the implementation of administrative decisions on the restoration of perennial meadows is suspended.

The National Payment Agency already this week applicants who have December. decisions on the restoration of plowed perennial meadows have been sent, individual notifications will inform about their suspension.

The final decision on the obligation to restore perennial meadows and pastures or on the cancellation of such an obligation is planned to be submitted by 2024. March 20

In preparation for the entry into force of GAAB 2, in 2023 a map of peatlands was prepared. Part of the peatland data is based on decades-old measurements, which in some cases (for example, intensive land use for plowing) are no longer accurate – due to peat mineralization, the areas have actually decreased.

After receiving observations that the proposed notification system for non-conformities is too complicated, the Ministry of Agriculture decided to initiate the clarification of the areas of priority peatlands, without burdening farmers with this responsibility. Priority areas are the 2023 declared crop areas in peatlands, there are about 30 thousand of them. haha

The Ministry planned to change the legislation regarding the criteria for creating the GAAB layer 2 and the responsibility for its revision before the beginning of this year’s crop declaration – after the map has been revised and the relevant area of ​​peatlands has been determined, the requirements of the GAAB 2 will be set for them.
