The government promotes the labeling of local hospitals

Pursuant to an ordinance of May 12, 2021, health establishments can now claim the label of local hospitals. As a reminder, the first reform of local hospitals was introduced by the social security financing law for 2015. Since 2016, around 240 health establishments of all statuses with common characteristics are thus registered on the list of local hospitals. . As part of the “My Health 2022” plan, presented on September 18, 2018, an in-depth reform of the local hospital model was announced. The government’s ambition is “to make these establishments into real links between the hospital world and the players in the territory, foremost among which is town medicine, in order to propose a new structuring of the offer of local care. “.

The government has therefore just issued a short ordinance (three articles) relating to the labeling, governance and operation of local hospitals. Article 1is clarifies the principles of labeling. First of all, this is voluntary: the establishment chooses whether or not to apply for the local hospital label. The competent authority to establish the list of local hospitals is the Director General of the Regional Health Agency (ARS), who draws up the list of establishments selected, on the basis of regulatory criteria. “Indeed, the assessment of the achievement of missions and development perspectives of actions and services aimed at strengthening access to local care can only be done at a fine territorial mesh”, estimates the government. Finally, sites without legal personality meeting the criteria can become local hospitals, specifies the ordinance. However, it does not seem necessary to establish special conditions for geographic entities. A Council of State decree will specify the eligibility criteria, procedural elements and the conditions for delisting from the list.

Article 2 of the ordinance deals with specific modalities concerning the governance and operation of local hospitals. As such, it imposes common governance arrangements between local hospitals and their partners through conventional means. In particular, the text makes it compulsory for the local hospital to enter into an agreement between it and the health, medico-social and social actors of the territory, “in order to put in place a common governance conducive to the conduct of of local projects serving the health needs of populations ”.
