On May 27, the Cabinet of Ministers (CM) extended the deadline for pharmacies to provide patients with medicines, including prescription medicines, at home.
The government decided to extend the deadline until 31 December this year such Cabinet Regulation No. 416 “Procedures for Distribution and Quality Control of Medicinal Products”:
171.17 Until 31 December 2021 a general (open) type pharmacy shall perform the processing and delivery of remote orders of a private individual – medicinal products, including prescription medicinal products and medicinal products and medical devices reimbursed from the State budget (hereinafter in this paragraph – medicinal products) – to the private residence, observing the following requirements:
171.17 1. a general (open) type pharmacy that supplies medicinal products and medical devices to persons at the place of residence shall inform the State Agency of Medicines regarding the provision of such a service prior to the commencement of the service, and the State Agency of Medicines shall indicate this on its website. If a person applies to a general (open) type pharmacy which does not perform the supply of medicinal products, he or she shall inform the person regarding the nearest general (open) type pharmacy which provides such a service;
171.17 2. a general (open) type pharmacy provides identification of a person – recipient of medicinal products, remote consultation on the use of medicinal products, verification of medicinal products in the pharmacy before delivery and maintenance of medicinal product quality during delivery, observing the requirements specified in
171.17 3. the supply of narcotic drugs or psychotropic medicinal products is carried out only by an employee of a general (open) type pharmacy or its branch (pharmacist or pharmacist’s assistant), or Pharmaceutical Law Article 42 in that case, the medical practitioner. There are no restrictions on the supply of other medicinal products to the person’s place of residence in relation to the person carrying them out;
171.17 4. medicinal products are delivered at home if a person cannot purchase them in person at a pharmacy or delegate another person to receive medicinal products prescribed in an e-prescription in the unified electronic information system of the health sector;
171.17 5. a general (open) type pharmacy accepts an order for medicinal products by telephone or using another information society service. During the ordering process, an employee of a general (open) type pharmacy or its branch identifies a person (recipient of a medicinal product) by name, surname, residential address and telephone number. If a person orders a prescription medicine for delivery, an employee of a pharmacy or its branch shall also ascertain the personal identification code in order to process the e-prescription in the unified electronic information system of the health sector;
171.17 6. The manager of a general (open) type pharmacy is responsible for the quality of the provided delivery service. The manager of a general (open) type pharmacy and a pharmacist who organizes the dispensing and delivery of medicines is responsible for supervising all stages of drug delivery – labeling and affixing a label to medicine packages, packaging, delivery and delivery to the person ordering on the safe use of medicines.

171.18 Up to December 31, 2021without applying this provision 34. a 60.2 Subject to the provisions of paragraph 1, wholesalers of medicinal products are permitted to distribute medicinal products in the Baltic packaging (without parallel import or parallel distribution authorization) intended for the Estonian or Lithuanian market, if they are not available in Latvia, informing the marketing authorization holder.
