The governor of Cesar, Elvia Milena Sanjuan Dávila, started the work of the program: Strengthening Community Action Boards, through which a thousand projects with high social impact will be selected in the period 2024 – 2027, each representing an investment of $60 million.

The first phase of this campaign includes 250 urban planning plans per term, from communities three, four and five of Valledupar, in particular, the areas Fuente Zuleta, Los Fundadores and Garupal II, level.

The government began to work in the areas of ValleduparTo better illustrate, Bertha Mejía Estrada, a resident of the Fuente Zuleta area, specified an urgent problem: “It is a great joy because I have been waiting for this for more than 40 years. This was a case of a lot of stones and a lot of mud, when it rained, there was a flood, but now, thanks to God and this government we were able to achieve it.”

Bertha Mejía’s revolution was a true reflection of her neighbors, because day by day they moved through cobblestone streets and were exposed to strange conditions, in particular, overflow and sewage stagnation, bad smells and diseases.

In fact, Gloria Passo, president of the Community Action Board of the Fuente Zuleta region, prioritized the feelings of the region and stopped the inconvenience that arose: “Thank you, governor, for bringing the Community Action Boards into your Development Plan. I hope this is the first of many with your Government, because I also thank Luis Alberto Monsalvo, who pioneered this, thanks to him we have a wonderful community hall.”

Next, the visit of the president of the region continued in the traditional neighborhood of Los Fundadores, where more than 550 M2 of terraces and 150 ML of loop will be built, achieving the beauty and appreciation of the area, as well as its to optimize pedestrian traffic.

One of the commitments outlined for this program by the governor, Elvia Milena Sanjuan, was to ensure safe, reliable and efficient access for people with disabilities. In this regard, Camilo Ojeda Pineda said: “I am very happy because they include a population with disabilities, before we were in danger on the streets to be able to cross or go to the house, to the store, visit a neighbor or a family member, because we didn’t have access, platforms and curbs. After visiting associations 3 and 4, the director of the department arrived in the Garupal II region and emphasized the importance of local labor and the central role of the Community Action Boards: “In the hands of a company this would have cost three or four times. the real value, $240 million, maybe a little more. In the hands of our community members it only costs us $60 million. The JAC makes the best use of resources, they are good administrators and, clearly, these urban paving slabs are going to bring security and traffic to this region. The children will now have the opportunity to get to school without getting their shoes dirty and the older adults will have the opportunity to walk firmly on these plates that we are building for Cesar.”

At the same time, Pedro Gutiérrez, president of the Community Action Board of the Garupal II area, said: “The investment is very important because here, on that road we have, they could not travel. There were many puddles, there were many pests and the children, there are two schools, one on each side, and they could not do any physical or temporary activities because of too much water.

Therefore, Cesar is confirmed as a model for Colombia, as it is one of the five regions in the country that have given powers to the Community Action Boards, to manage public resources and manage urban projects, including development and/or alteration of urban and rural roads, parks, sports facilities, alteration of platforms. Also, the development of public spaces and facades.

In this way, not only does the Provincial Government trust the general institutions, it also strengthens the missionary nature of these civic organizations, through citizen participation and territorial development.

With this fair and equitable public investment, the governor of Cesar, Elvia Milena Sanjuan, is establishing definitive solutions to historical problems. In addition to this, it will have a positive impact on the quality of life in the province’s 25 municipalities.
