Using plans and explanations, the architect presented to the few residents present the final version of the construction project for an 18-unit building in Cayeux-sur-Mer (Somme). The guideline is clear: “Respect the site on which the future building will be located”.
Thus, we learned that if, originally, 19 accommodations were planned, it was decided to lower this figure to 18 in order to clear a space facing the sailors’ chapel. This important monument of the town will be highlighted in this way by a kind of forecourt.
Priority to respect the site
The other aspects of construction all follow the same logic. Let us cite, for example, the configuration of the car park, a large part of which will be located under the building, where the use of materials such as brick slabs or pre-weathered zinc for respect the atmosphere of the neighborhood.
As for the accommodations themselves, they will go from T2 to T3, all with a terrace or balcony. Two apartments located on the ground floor will be particularly suitable for people with reduced mobility.
Fears among neighbors
Among the people present at this public meeting, some were the direct neighbors of the site on which the building will see the light of day. And the latter, whether they are year-round residents or secondary school students, took advantage of this opportunity to share their fears.
Although everyone assured that they had no problem whatsoever with the creation of social housing, they underlined a few potentially problematic points according to them, such as the disfigurement of this emblematic district of the town; the impact of such a building on sunshine surrounding accommodation or parking spaces; or the excess of the project, which they believe would create a strong population imbalance.
They also regretted the lack of consultation in the implementation of this project, forcing them to meet “in the face of a fait accompli”.
Faced with these fears, the speakers were reassuring, asserting that all town planning rules were scrupulously respected and that everything had been thought out and studied so that there is no no negative impact on neighborhood life.
For his part, Jean-Paul Lecomte, city councilor, said he understood their dismay but had to put the general interest first. “We need new housing” he reiterated. “The decline of the Cayolaise population is indisputable, it must be revitalized. Bring families back and bring life back to the town.
I refuse to see Cayeux die!
On the side of the residents, a potential appeal to the administrative court is not ruled out.
