The French pay half as much for electricity: how do we get our energy bill down?

You know that joke about a Frenchman, a Belgian and a Dutchman who went to buy gas and electricity? Abroad they may find it funny, but we don’t. Because the key point is that the Belgian has lost the most money in the end. Why is the electricity bill so outrageously high here? Why is it much lower in France? And how do we get him down here?
