–This is the first reaction to the morning speech of Russian President Vladimir Putin, who announced a partial mobilization in Russia.
We recall that the authorities of the DPR and the LPR have announced that referendums on membership of Russia will be held from 23 to 27 September. On 20 September, the administrations of the Kherson and Zaporozhye regions announced their intention to hold referendums on the same dates.
