Less than three months before the submission of the 2025 budget, the City thanked its Director of the Finance Department and City Treasurer, Lison Lefebvre.
His dismissal was approved by the municipal council on September 10.
“Analysis of the file leads us to conclude that there has been a definitive and irremediable breakdown in the bond of trust necessary to maintain one’s employment as well as an inability to meet the expectations and requirements of the role,” writes the Human Resources department. in the decision-making summary submitted to the executive committee at the beginning of September.

Barely five months earlier, Ms. Lefebvre had successfully completed her 12-month probation period, having taken up her position on April 24, 2023.
However, we will not learn more about the reasons for his dismissal, the City never comments on files related to its employees. That said, the head of Public Affairs, Philippe Déry, maintains that the “decision was taken with rigor and diligence, in the best interest of the City”.
Although the senior executive duly obtained her permanent status last April, no severance allowance was paid to her, says Mr. Déry.
Until the City fills this highly strategic position, the Deputy Director General (DGA) for Corporate Partnerships, Geneviève Roy, “ensures the support of the management team in an interim plan, in order to maintain the focus on the current budgetary orientations and those of the 2025 budget,” continues the spokesperson for the Municipality in a return email.
Hiring and promotion
Also at the September municipal meeting, elected officials approved the hiring of Rémi Dubois to the newly created position of Deputy Director and Deputy Treasurer, Budget and Financial Planning in the Finance Department.
Former Director of Finance for the city of Repentigny, Mr. Dubois has held his new position since October 15. He will receive an annual salary of $172,500 for total compensation of $201,706, including benefits.
At the same time as this hiring, the financial advisor to the management of the Finance Department, François Jetté, was appointed interim substitute treasurer for a period of three months, while Mr. Dubois was able to settle in.
By virtue of this title, Mr. Jetté can exercise all the powers of the office of treasurer that Angela Zizzi assumes today in her capacity as deputy treasurer of the City.
“It is prudent to appoint a second person to carry out these tasks in the event of absence or illness,” indicates public affairs advisor Jonathan Lévesque in an email exchange, citing, among other examples, the signature of checks, the purchase of investments and the certification of funds.
Let us specify that the mayor of Laval, Stéphane Boyer, will table the 2025 budget on Thursday, December 5.
