The amendment adopted in April 2017 is perceived as part of the campaign of the Hungarian Prime Minister Viktor Orbán against the activities of the American billionaire of Hungarian origin George Soros. The Central European University (CEU), supported by him, was the only school that did not meet the requirements set by the amendment to the law, which is why it terminated its operations in Hungary.
By law, universities from outside the European Economic Area in Hungary can only teach on the basis of a bilateral agreement between Budapest and their country of origin.
