The EU approves the covid passport with free PCRs

The countries of the European Union (EU) and the European Parliament reached an agreement on Thursday on the format of a travel certificate that collects information on whether the carrier has received the vaccine, has a recent negative PCR or antibodies from an infection by coronavirus.

According to the final agreement, the Member States would in principle not impose additional quarantines or restrictive measures on the holders of this certificate, but reserve the ability to do so in a proportionate manner if such measures are justified by the epidemiological situation.

“Without prejudice to the competence of member states to impose restrictions in accordance with public health,” countries “shall avoid imposing additional restrictions on travel (…) unless they are necessary and proportionate to safeguard public health in response to the covid-19 pandemic “, is indicated in the final text.

In addition, Parliament and member states agreed to use community funds to finance the covid-19 tests necessary to obtain the certificate, so that economic discrimination between those who have already been vaccinated and do not have to undergo a PCR and those who have not yet been partially eliminated. They have been able to access immunization and, therefore, must present a negative test to travel.

The money, about € 100 million according to the Commission’s latest proposal, would be channeled from the Emergency Support Instrument, created to allow direct support to EU Member States in their efforts to tackle the pandemic, as well as a coordinated management of the needs related to the exit and recovery from the covid-19 crisis.
