The Ethics Commission of Sofia University: There is plagiarism in the book by Petar Iliev

According to Alma Mater, the established plagiarism is a ground for termination of the employment contract of the lawyer, who is a senior assistant at Sofia University.

The Ethics Commission of Sofia University issued an opinion that in the book of the candidate for Minister of Interior and Justice from the failed draft governments of “There is such a people” Dr. Petar Iliev “The competence of the National Assembly” there is plagiarism, in which significant parts of foreign work – Natalia Kiselova’s dissertation “Parliamentary Control” was used and presented for author’s work, without the dissertation being cited as a source, Alma Mater announced.

This is the decision after the inspection carried out in accordance with the procedure provided for in the Internal Rules for conducting an inspection for plagiarism and unreliability of scientific data in scientific papers of the members of the academic staff of Sofia University.

According to Art. 129, para. 2, item 2 of the Regulations for the structure and activity of the Sofia University (PUDSU) the plagiarism established by the order provided in the law is a ground for termination of the employment relationship. Petar Iliev is a senior assistant at the Faculty of Law of Sofia University “St. Kliment Ohridski”.

The same text requires, in the presence of data for plagiarism and a substantiated request, the Faculty Council to select a commission of specialists in the relevant field of higher education or professional field, which will prepare a reasoned opinion to the Faculty Council. As the conclusion of the Ethics Commission shows the presence of data on plagiarism, the Rector of Sofia University sent a substantiated request to the Faculty Council of the Faculty of Law to initiate the procedure under Art. 129, para. 2, v. 2 PUDSU.

The scandal erupted after the group “Legal Madness” in the social network, which includes law students, was the first to publicly announce that Petar Iliev’s book has identical pages to an earlier doctoral dissertation of his colleague from the Faculty of Law at Sofia University, Assoc. Prof. Natalia Киселова. It was later revealed that Iliev’s book “The Competence of the National Assembly” had been reduced by 80 pages after a plagiarism check was launched.
