After Paris and the cities of the Plaine Commune territory, it is the turn of the territorial public establishment (EPT) Est Ensemble to regulate its rents. The prefect of the Ile-de-France region signed this Wednesday the decree allowing this measure to be tested in the nine municipalities of the territory (Bagnolet, Bobigny, Bondy, Les Lilas, Le Pré-Saint-Gervais, Montreuil, Noisy- le-Sec, Pantin, Romainville) from December 1st. It will therefore concern new leases signed from this date, whether they are re-lettings or first lettings.

“The rental market in the territory of Est Ensemble is particularly tense with a constant increase in rents which creates significant difficulties in accessing housing for households”, underlines the community in a press release published on Friday. She recalls that the average rent in the territory already reached 16.50 euros/m2 excluding charges in 2017. “This is a level much higher than that of other large cities: 13 euros/m2 in Nice, 10 to m2 in Rennes, Toulouse, Lyon or Lille,” she says.

Cities near Paris remain the most expensive

The average amount of rents in the EPT, known as “reference rents”, was worked out by the Rent Observatory of the Paris conurbation. It will now be set according to the place of residence and four criteria: type of accommodation (house or apartment), type of rental (furnished or not), number of rooms and period of construction (before 1946, from 1946 to 1970, from 1971 to 1990 and after 1990). These amounts may be reduced by 30% or increased by 20% depending in particular on the condition of the accommodation.

It will thus be necessary to count on average 19.6 euros/m2 for an unfurnished two-room apartment built before 1946 in Bagnolet, Le Pré-Saint-Gervais, Pantin and in certain sectors of Montreuil, listed as the most expensive areas in this area. category. A two-room apartment of 40 m2 of this type can be rented there for approximately 784 euros per month and up to 940.8 euros in the case of an increased rent. Conversely, it will take 15.8 euros/m2 for the same type of apartment in Bondy, the least expensive sector in this category. Or 632 euros per month on average and up to 758.4 euros in the event of increased rent.

If the lessor does not comply with the framework, the prefect may put him on notice to comply and reimburse the tenant for overpayments. Otherwise, the lessor will risk a fine of up to 15,000 euros.
