Now in less than 3 days! On 04/18/2022, the fictional message “barely” appeared on the official page of the Ministry of Foreign Affairs with 1 technical error: “The Ministry of Foreign Affairs confirms the recall of 10 employees of our embassy in Moscow. They should leave the territory of the Russian Federation”. From previous even more banal reports by TASS and other Russian mass media, according to the information of the Ministry of Foreign Affairs, it followed that Russia had declared as persona non grata (undesirable persons) “a number of employees” of the Bulgarian embassy in Moscow as a “retaliatory measure of the “unmotivated” according to the Russian side, Sofia’s decision to expel ten diplomats from the Russian embassy in our country on 18 March. The “ten” Russians were recalled, according to “Al. Zhendov-2”, because of actions incompatible with the Vienna Convention.
Last week, Russia expelled two Bulgarian diplomats from the embassy in Moscow. However, the message did not provide information on how many Bulgarian diplomats were expelled and on what official grounds.
Let’s abstract from the technical and stylistic errors when translating Bulgarian from Russian, on the subject including of the Ministry of Foreign Affairs and “home sites” such as Chernomore.bg (I quote): …”extraordinary and charitable (instead of plenipotentiary) ambassador A. Krystin,… where he was handed a note (instead of a note) “…the Bulgarian side has no reason to declare “persona non grata” TO ten diplomats of the Russian embassy”. And instead of the adjective «Russian», the site systematically uses «Soviet».
It appears that: First: And Russian and our journalists (or only them?) do not distinguish between persona non grata and unacceptable person. The latter can only be a member of the administrative-technical or service staff of a representation, i.e. of non-diplomatic personnel (ATOP). And it does not become clear the number of expelled diplomats and ATOP members. Second: As soon as the Russian note was handed to Ambassador A. Krastin, apparently the Bulgarian government has given up the hope that Russian Ambassador Mitrofanova will be reciprocally withdrawn (or “rubbed” under the dictates of Sofia) “for consultations” in Moscow, as Nasko Krastin was “summoned” in Sofia from the Prime Minister. Third: It’s good that he returned to Russia, that work is waiting for him! With a minimum of staff, I don’t know how many people. But let’s calculate according to the theory of probabilities. After the recall of two, if they are really diplomats on passports from the MS, he has 10 left. Among them two commercial economists (STIV) at the Ministry of the Housekeeper, a tourism attaché (sounds exotic in the current conditions), director of the Bulgarian Cultural institute and at least 1 unusable diplomat. That is, he has only 5/, well, 6 left!,/ holders of diplomatic passports, of which we do not yet know how many and which ones will be extradited within 2 days!? At least classified info for now!?
Fourth: Now where? With a dysfunctional embassy? I hope they at least leave a consul for the ambassador! But even this is extremely, extremely insufficient! Our diplomatic relations are going astray. And who will maintain the housing complex, the Center of Industry of the Republic of Belarus in Moscow? I have already given examples with other countries, ex-socialists, left without ATOP to maintain similar objects in Russia, but with working and more powerful economies.
The current situation reminds me of 1992-94, when, in the puberty of the transition, Sofia did not send a new ambassador for 3 years. There were no diplomats willing to work in Moscow after the purge of 500 MFA employees by Stoyan Ganev and Co. There were 3 diplomats left in the embassy, and on its third floor at “Mosfilmovskaya” – 66, bats were flying.
And the Russian Empire, like other former and current empires, has self-confidence. And in the current case, at first glance, it seems to me that he is following the same pattern as with the Czech Republic: for the last 10 expelled Russian consular officers, he expelled 10 + 2. For edification! The empire strikes back, with interest!
As always, our servility and parroting of the self-forgetfulness of Washington, the Kremlin and the other side of the Atlantic leads nowhere.
Only the economic handcuffs of external dependence are tightening, import prices are soaring, bilateral tourism is disappearing, contacts are melting, living standards are falling further.
After the last “purge of Russian spies under diplomatic or other official cover” in the Russian embassy in Sofia, there should have remained, if there are no changes, 30-35 diplomats + 7 in total in their two consulates general (GC) in Ruse and Varna. With our 4 in the Bulgarian GCs in St. Petersburg and Yekaterinburg.
Even if we take advantage of our usual right to demand from Moscow reciprocity in the number of diplomatic, administrative-technical and local employees, or service personnel only now with our 4-party governing coalition? This requires courage and classic masculinity, but is it worth it just to demolish traditional positions in the name of justice for the weak ethno-Slavs in Ukraine, incl. and the Bulgarian diasporas? And the responsibility towards the Bulgarians in Bulgaria and abroad? And the dream “The Black Sea – a zone of peace?”
