Following a surprise inspection, the Île-de-France Regional Health Agency (ARS) and the Seine-Saint-Denis Departmental Council temporarily closed the La Roseraie retirement home, managed by the Médicharme group.
On February 17, as part of the reinforced program of inspections, the ARS, accompanied by representatives of the Departmental Council, went to the retirement home without warning the management.
The finding is alarming. Dilapidated premises, no hot water in some rooms, residents left to fend for themselves, insufficient medical presence, especially at night, unqualified staff, no more coordinating doctor since 2018. Conclusion of the ARS: lResidents are in danger.
“The inspection mission reported a serious situation endangering the health, safety, physical and moral well-being of the residents: dilapidated and dangerous equipment and premises, a lack of staff supervision and recourse to insufficient and unqualified personnel, left to fend for themselves, taking care of the residents. The medical follow-up is very insufficient, there has been no coordinating doctor since 2018, nor a coordinating nurse (posts however funded), and multidisciplinary care is absent”, denounces the Regional Health Agency in a press release.
The EHPAD la Roseraie had already been inspected last July. ARS inspectors had asked the private management group, Médicharme, to provide better care for residents. Injunctions that have not been sufficiently taken into account according to the health organization.
To preserve the health and safety of the 27 residents, the ARS and the Departmental Council of Seine-Saint-Denis have therefore decided to temporarily close the establishment and have appointed a temporary administrator.
Residents will be transferred”in other Ehpad of the territory, adapted to their state of health, in the respect of their wishes and their support projects and in agreement with the families“, says the ARS.
The employees of the establishment should be reclassified. “The situation of the establishment’s employees will be the subject of particular attention by the provisional administrator, who has already asked the manager for an inventory of the workforce. The provisional administrator will meet each agent individually to take stock of their personal situation and study or facilitate the desired reclassifications. explains the Departmental Council of Seine-Saint-Denis in a press release.
Following this second inspection, two residents had to be hospitalized. Meetings are scheduled for next week between the new administrator and the families.
