We are looking into it urgently Bill to amend and supplement the Law on Assistance to Agricultural Producers (ZPZP) at the request of the Minister of Agriculture. Thus the chairman of the agricultural commission Ivan Ivanov answered the question of disgruntled deputies as to what made it necessary to convene the commission today, September 5. He explained that the draft law was prepared by the Ministry of Agriculture, and the Minister wants it to be adopted by the 50th National Assembly so that the Ministry can implement some new important texts.
Desislava Taneva presented the most important changes in the bill in her opinion.
One is related to insurance and the ministry’s intention to open a reception to support insurance premiums. “Climate changes show clearly enough that without general changes in the obligation to have insurance, we cannot continue according to the current order of the state compensating for failed areas.” Desislava Taneva recalled that the state helps with 100% damage, and in most cases, failed areas are below 100%.
The second most important change in the bill is the possibility of 25% deductions from the sanctions to be used as state aid.
Lozana Vasileva, Deputy Minister of Agriculture, who was present at today’s meeting, said that the text regulating the administration of the investment schemes, which have not yet started, is also important in the bill. “We are in the process of drafting an ordinance on the implementation of these measures,” said the deputy minister.
Another important addition in the Civil Code are the editions that regulate when administrative acts are considered to have been delivered.
The bill was voted unanimously in the first reading.
