The district has to fill a financial gap of 1.26 million euros because it cannot get by with the planned sums for road and cycle path construction. This is not due to an incorrect calculation.

district of Gifhorn. The district of Gifhorn needs 630,000 euros in additional expenditure and 950,000 euros in commitment authorization for next year, i.e. a total of 1.26 million euros more than originally planned for the renovation of district roads and the construction of new cycle paths. This is related to the rise in raw material prices, as a template for the deliberations in specialist committees and the district council informs. For a different reason than you might think.

Construction prices have risen steadily over the past few years. “In the course of the last few months, however, the rate of price increases in the construction industry has increased again,” says the draft. “Road construction as one of the sub-areas is also significantly affected by this.”
An inflation rate of 69 percent within one year
Why this is so becomes clear when you look at the composition of asphalt: hydrocarbon mixtures that are obtained during the processing of crude oil. The price increased by 8.4 percent in March 2022 compared to February 2022, and again by 19.2 percent in April compared to March. “An annual comparison for bitumen from April 2022 to April 2021 shows an inflation rate of 69 percent,” says the template. Increased raw material prices are the main price driver.

“Accordingly, current cost estimates have been drawn up again for the road construction measures planned for this year,” according to the administrative bill. And this resulted in the additional requirement of 1.26 million euros so that “the measures can be carried out as planned and the income from subsidies under the Lower Saxony Municipal and Transport Financing Act is not jeopardized”.
These are the affected projects
This applies to the roadway renewal of the Wittingen through-pass in the course of district road 18 (150,000 euros additional requirement), the roadway renewal of district road 97 in Steinhorst and on the open stretch (120,000 euros), the through-road from Blickwedel (120,000 euros) and the new cycle path from Groß Schwülper to Walle (100,000 euros). In addition, a commitment authorization of EUR 250,000 for 2023 for the construction of a new cycle path between Adenbüttel and Lagesbüttel and a commitment authorization of EUR 700,000 for 2023 for the renovation of the Bokensdorf through road must be granted.
The money required will be saved elsewhere in the budget, primarily for the roadway expansion of District Road 93 in Triangel, which is planned for 2023 and 2024. 150,000 euros come from the cycle path renewal at Oerrel, 120,000 euros are cost shares for bridge construction in the course of the extension of the Autobahn 39.
