The president of the Provincial Council of Albacete, Santi Cabañero, and the general manager of Globalcaja, Pedro Palacios, have signed an important credit policy with which, as they have been doing for several years, the respective entities will continue to ensure also in 2023 that the municipalities of the province have sufficient liquidity to take over the municipal management.
The operation that both parties have signed for this year that has just begun guarantees a fund of 65 million euros available to local authorities in the Albacete area in the form of advances through the Autonomous Tax Management Organization of Albacete (Gestalba), dependent on the provincial institution.
Thanks to this initiative, the various Municipalities of the area can count, from the beginning of the current year, on those advance payments coming from the collection that they expect to have from the various taxes which, in each of the cases, they collect through Gestalba (for example those linked to the Economic Activity —IAE— or to various municipal taxes), as reported by the Provincial Government in a press release.
During the signing, President Cabañero underlined how this operation becomes “particularly relevant” in complex socio-economic situations such as those currently experienced, where the global consequences of the war in Ukraine are translating into various realities such as the increase in prices, or very fluctuating, in fundamental issues for everyday life, even at the municipal level (as in the case of energy expenditure).
“It is very important that any municipality in the province of Albacete, but especially those in municipalities with less population and, therefore, normally with fewer resources, feel comfortable knowing that, in these atypical circumstances such as these which are the result of the conflict in Ukraine, they can count on the financial support that we can provide them from Gestablba at any time thanks to this joint work with Globalcaja,” said Santi Cabañero.
Something that the president of the Provincial Council took advantage of to reiterate to his director general, Pedro Palacios, “the complicity, good harmony and total collaboration” that Globalcaja always offers to the provincial institution as long as it means improving the day-to-day life of the peoples of the Albacete area and of those who live there and develop their activities.

For his part, Palacios coincided with Cabañero in underlining the excellent working relationship and collaboration that exists between the financial institution and the Provincial Council and thanked the Provincial President for his willingness to work together for which he reiterated all the support of the institution, in line with its total commitment to initiatives which, from various fields, converge in the objective of the economic and social development of the territory.
“Thanks to this signing, which we have been doing for several years now, Globalcaja ensures that the municipalities of the province have liquidity with the aim of guaranteeing coverage of the expenditure and can meet their payment commitments with greater security and fulfill their obligations balance. having to wait for the income they expect to have through tax collection to materialize. This means simplifying their daily lives, so they can promote initiatives to improve their municipalities and for us it is undoubtedly another example of our commitment to people and our territory”, highlighted Pedro Palacios.
A commitment that, as the general manager of Globalcaja explained to Cabañero, also translates into a firm commitment to continue providing services to 97% of the population of Albacete through the 85 offices that the entity has in the province, where 40% of the bank’s existing branches belong to Globalcaja.
The signing ceremony was also directly attended by the head of institutions, María Encarnación Simarro, and, on behalf of the Provincial Council, Elena Valenciano as secretary and the director of Gestalba, Jesús Acebal.
