In a recent TVX interview, economist Julia Evelyn Martínez questioned the recent reform to article 248 of the Constitution of the Republic, which allows the same Assembly to ratify the approval of a constitutional reform. Likewise, she assured that Nuevas Ideas, since it arrived at the Legislative Assembly, is preparing a new Constitution that favors “the dictatorship” of President Bukele.
“Now the dictatorship cannot coexist with the Constitution. The step they want to take with the reform of the Constitution is that they will not only have the dictatorship in fact, but also in law with the new constitution that they are preparing for the dictator Bukele,” he said.
Likewise, the political analyst, Ronal Umaña, stated that the Legislative Assembly is currently “useless” since “it is Bukele’s secretariat.” Furthermore, he pointed out that the pro-government deputies of Nuevas Ideas only “push buttons” and do not present initiatives, because the laws are already made by the executive.
“The Assembly is useless, it is Bukele’s secretariat, the laws have already been made, they only press the buttons and everything is with a waiver of procedures, which means that the proposals do not go through the commissions (…) The republic has three powers: legislative, executive and judicial, but here there is only the executive because the Assembly is useless,” he emphasized.
On the other hand, Martínez added that the constant interventions of the representative Suecy Callejas show that the pro-government deputies act as “simple passers-by”, without taking into account the opposition’s proposals or presenting their own initiatives. “The intervention of Mrs. Suecy Callejas shows that they, as deputies of the Legislative Assembly, are simple paper passers-by and she herself has said so. They did not even reach the committees and there were no opinions to present in the plenary session,” she stated.
Furthermore, Martínez and Umaña pointed out that this phenomenon adds to a political dynamic where the executive branch presents laws that the legislature approves without further debate or analysis.
“The salary increase of some mayors is going to end up in people forgetting and distracting from what is happening with the political system in El Salvador, which is marching in leaps and bounds towards a fascist dictatorship,” Martínez concluded.
