The deposit package will be available not only at major points of sale, but also at outdoor kiosks. Currently, the placement of outdoor kiosks has already been coordinated in Alūksne, Balvi, Gulbene, Ķekava, Ludza, Mārupe, Ogre, Rēzekne, Rīga, Salaspils, Saulkrasti, Salacgrīva and Talsi municipalities.


The process of submitting and adjusting applications is also continuing in other local governments of Latvia, says Miks Stūrītis, Chairman of SIA “Depozīta Iepakojuma Operators”. He would like to thank the first municipalities that promptly agreed with the merchants’ applications for the placement of outdoor deposit packaging acceptance kiosks.

“By providing the possibility to transfer empty packaging to outdoor kiosks, where it will be possible to place several taromas, we want to facilitate the process of transferring packaging to the part of the population whose households consume large amounts of packaged drinks on a daily basis. Such an outdoor kiosk solution is also planned in the neighborhoods where there are several sales outlets, thus several retailers will offer their customers one common packaging transfer point, ”comments Miks Stūrītis.

In total, it is planned to place about 200 outdoor kiosks in Latvia, which will be located in the immediate vicinity of retail outlets.

As already announced, the deposit system in Latvia will start operating on February 1 next year. The deposit system will be able to transfer packaging of glass, plastic (PET) and metal (cans) soft drinks, all kinds of beer and other alcoholic beverages (less than 6%).

For each purchased deposit package, the resident will have to pay a deposit in the amount of 10 eurocents, which can be returned after handing over the package, if the package to be transferred has a special identification mark and barcode, as well as the package is emptied.

“Deposit packaging operator” has already concluded agreements on the provision of vending machines and acceptance of deposit packaging with the companies “Maxima Latvija”, “Rimi Latvia”, “Elvi Latvija”, as well as “Citro”, “Lats” and “Mego” store owners and several fuel filling stations. Contracts with Tops brand stores also continue.

The deposit will be a security deposit

In order for the introduction of the deposit system to proceed smoothly, the government had to clarify the definition of the deposit fee, the deadline for the repayment of the deposit fee and the procedure for the registration of packers. The current procedure stipulates that the deposit fee is initially included in the cash flow of the deposit system when the beverage is placed on the market in the deposit package, and not when the end user pays for the deposit package at the time of purchase of the beverage.

The Packaging Law provides for the definition of the deposit fee to be expressed in a new way, namely, the deposit fee is the amount of money that the buyer pays as a security deposit. In the sense of the amendments to the law, the deposit fee is not equated to the value of the package.

On the other hand, in order to obtain more complete data on the number of packers and the amount of packaging they create, it is necessary to abandon the packer register and packers’ annual reports. The State Environmental Service (SES) explains that not all packers are currently registered in this register and that only a small proportion of registered packers submit an annual report on the amount of packaging created and managed, and it is practically impossible to identify those required to submit such reports. Therefore, the submitted data are not reliable, they may overlap with the data of packaging managers. In addition, the flow of the packaging cannot be traced.

When implementing the changes, the service would obtain both the number of packers and the sold volumes from the data provided by packaging managers, thus packers would not be obliged to register separately with the SES and submit annual reports on the used and managed used packaging.

The data should be traceable and rule out the possibility of duplication, the service believes.
