The Bulgarian delegation from the group of Socialists and Democrats in the EP will not support the proposal for a Regulation on New Genomic Techniques and will vote “against” during today’s vote in Strasbourg.
New genomic techniques (NGT) are a type of genetic modification and aim to create conditions for genetically modified organisms (GMOs) developed with methods from the last two decades.
We believe that the draft regulation creates conditions for an easier regime for placing such organisms on the market and in the environment. There is no unified scientific and public consensus that this type of organism will meet the set goals for improving food security.
There are concerns about unintended effects on the genome of this type of genetic modification, as well as their potential negative impacts on human, animal and plant health, as well as the environment. There are concerns that in the process of this gene modification, new traits with new dangers are developing.
The proposal put to the vote today goes even further than the EC text and envisages taking away the ability of member states to take into account public attitudes towards this type of organism, which is contrary to democratic principles.
Separately, the draft regulation contains a number of significant omissions regarding the labeling regime of products containing NGT and creates conditions for placing similar products on the market without explicit labeling. This in itself is a clear violation of the right of consumers to make an informed choice.
Due to this principled position and due to the lack of in-depth discussion on the topic initiated by the Bulgarian government, we will not support the proposed regulation.
