The delay in CAP support puts organic farmers in trouble: “I have to pay €3,000 in bank charges”

At the end of May, approximately €11,000 per farm was expected according to MAB calculations. “And at the end of June, 40% of organic farmers in Charente still had nothing,” according to Mathieu Renaud. “Some had to take out bridging loans. On my farm, due to some of payments, I will pay €3,000 in bank charges, or a third of my support.

“Help will eventually come that promotes what is good for the planet”

The organic farmer says that he “spent two and a half days calling the territorial management of the department (responsible for payments, editor’s note) and the chamber of agriculture”. To make matters worse, since the CAP is new, the rules for granting special aid were only known in April. “What is unusual,” continued Mathieu Renaud, “is that support that promotes what is good for the planet to finally come while the politicians are all talking about the climate crisis. “

4000 €, two months salary

In Esse, Pierre-Antoine Raimbourg, an organic breeder, describes the same problems. “I called the DDT at the end of June because the animal welfare support was not paid. I was told that the Chamber of Agriculture had not sent them the judgment, which was made in March 2023! I called the technician who told me ‘We haven’t uploaded any bios documents yet’. In Charente, we are lucky to have a very attentive prefecture, but opposite, we have an agricultural chamber that hinders us. » Finally, the breeder got back the precious sesame he had sent himself to DDT, prompting payment. “€4000 is nothing. That’s two months’ salary. »

Christian Daniau, president of the Chamber of Agriculture, confirms the delay. “The new CAP needed new tools to help get through the pipes and they weren’t ready soon enough. » He ensures that organic files are treated like others and he wants to remind people that 80% of Charente farmers “don’t get MAEC”.

10% of outstanding files

The territorial management of the department explains: “The delay, between 2 and 3 months on average, is explained, basically, by the delay in the development of management tools, as part of a change in the CAP programming period. For the record, the 2015 organic aid could only be paid in 2018. So far, out of 412 organic aid application files, 371 have been paid, or 90%. The search is complete for 16 more files. » Be aware that organic farmers are also waiting to pay the MAEC (agro-environmental measures), which are accessible to organic and conventional farmers, intending, for example, to promote practices related to animal welfare.
