Today, September 3, 2024 are promulgated changes in Ordinance No. 4 on the terms and conditions for payment, reduction or refusal of payment, or for withdrawal of the financial assistance paid for the measures and sub-measures.
Art. has been added to the main part of the regulation. 35 with two paragraphs. The texts concern sub-measure 19.2 “Implementation of operations within Community-Led Local Development strategies”.
New terms have been added in the preliminary and final provisions. § 5 states: “The deadline for the implementation of projects under the investment measures of the Program for the Development of Rural Areas for the period 2014-2020, for which contracts have been concluded for the provision of grant-in-aid based on applications for support, is no later than 30 September 2025„

Ordinance amending and supplementing Ordinance No. 4 of 2018 on the terms and conditions for payment, reduction or refusal of payment, or for withdrawal of the financial assistance paid for the measures and sub-measures under Art. 9b, item 2 of the Law on Assistance to Agricultural Producers
(promulgated, SG No. 48 of 2018; amended and supplemented, No. 74 of 2019, No. 64 and 108 of 2020, No. 34 and 83 of 2021, No. 35 of 2022 and Nos. 42, 80 and 96 of 2023)
§ 1. Art. is created. 35:
“Art. 35. (1) When applying sub-measure 19.2 “Implementation of operations within strategies for Community-Led Local Development” of measure 19 “Community-Led Local Development” of the Rural Development Program for the period 2014-2020, after the signing of the agreement, a change in the strategy for VOMR is allowed only with regard to its financial parameters up to 15 percent of the budget approved by the EAFRD under sub-measure 19.2, as well as in the cases under Art. 39, items 1, 2, 4 – 6 of Ordinance No. 22 of 2015 on the implementation of sub-measure 19.2 “Implementation of operations within strategies for Community-Led Local Development” of measure 19 “Community-Led Local Development” of The program for the development of rural areas for the period 2014 – 2020 (promulgated, SG No. 100 of 2015), hereinafter referred to as “Regulation No. 22 of 2015”.
(2) In the cases under para. 1, when the change in the strategy for VOMR is allowed in relation to its financial parameters, Art. 39, item 3 of Ordinance No. 22 of 2015 does not apply.”
§ 2. The following amendments are made to the transitional and final provisions:
1. In § 4, para. 4 the words “30 September 2024” are replaced by “31 December 2024”. (* see full text of indents below)
2. In § 5, the words “September 30, 2024” are replaced by “September 30, 2025” (** see the full text of the paragraph below)
Final provision
§ 3. The Ordinance enters into force on the day of its promulgation in the State Gazette.

(4) (New – SG No. 35 of 2022, in force from 10.05.2022, amended – SG No. 75 of 2024, in force from 03.09.2024) The State Fund “Agriculture” refuses to pay part or all of a payment request submitted after December 31, 2024, when the amount of eligible financial assistance under previous requests and eligible expenses under the corresponding request under sub-measure 19.4 exceeds 25 percent of the amount of approved from the DFZ funds from the EAFRD under projects to the measures of the strategy, including the approved financial assistance for current costs and promotion costs, as well as the eligible costs under the last request for payment.
** § 5. (New – SG No. 64 of 2020, amended – SG No. 80 of 2023, in force from 19.09.2023, amended – SG No. 75 of 2024. , in force from 03.09.2024) The deadline for the implementation of projects under the investment measures of the Program for the Development of Rural Areas for the period 2014-2020, for which contracts have been concluded for the provision of grant-in-aid based on applications for assistance, is no later than September 30, 2025.
