The date on which a Canadian national is deemed to cease to be such shall be specified after the approval of the application for refusal submitted by him, as indicated in the certificate issued at the end of the procedure.

This is clear from the official response of the Ministry of Immigration, Refugees and Citizenship to the inquiry of “Monitor”.

The reason for the inquiry was the scandal that erupted two weeks ago over the dual citizenship of the caretaker Minister of Economy Kiril Petkov and the ensuing dispute about the exact moment when a person who renounced his Canadian passport ceases to be a citizen of the state – by applying or upon receipt of the certificate.

In response to this question, the relevant Canadian Ministry states: “When a person’s renunciation of Canadian citizenship is approved, the Minister shall issue a certificate specifying the day on which the person in question ceases to be a Canadian citizen.”

The answer was given after a clarification by the department that this is the legal statement. From there, they flatly refused to comment on the specific case with Kiril Petkov on the grounds that the restrictions of the law on personal data do not allow this without his signed consent.

At the same time, it is clear from the described legal statement that the answer when exactly he stopped being a Canadian citizen is contained in the certificate, which according to the caretaker Minister Kiril Petkov has already been sent by the Canadian authorities to the country’s embassy in Romania.

The scandal with Petkov’s citizenship itself erupted after it became clear that the MP from the parliamentary group of “There is such a people” Dimitar Gardev addressed a question to the Minister of Foreign Affairs Svetlan Stoev.

In it, he demanded that the Ministry of Foreign Affairs answer whether the caretaker Minister of Economy Kiril Petkov had dual citizenship at the time of his appointment in the caretaker cabinet. Subsequently, the deputies from the GERB-UDF group referred the case to the Constitutional Court, as the Constitutional Court filed a case on the case, and the Ministry of Foreign Affairs sent an official inquiry to Canada.

Kiril Petkov himself is adamant that he stopped being a Canadian citizen by submitting his notarized application for refusal, and later pointed out that this happened on April 21 – ie. three weeks before becoming caretaker minister.

On Monday, Petkov announced that he had already received confirmation that he was not a Canadian citizen, and that the authorities there had informed him that the documents proving this fact had been sent to the state embassy in Romania and could be taken from him. He also said he considered the issue resolved.
