Not everyone needs to have their own statement. This applies, for example, to agents and employees of emergency services. Even if you return from abroad and travel home, you do not need to have a statement of your own, but you do need to show with other evidence that this is your reason for being on the street, such as with a ticket.
If you walk a dog, you do not need any other documents. Also in an emergency situation, for example if you flee from your home due to abuse, no personal statement is of course required.

How is it enforced?
The enforcement will be done by police officers, but municipalities may also boas the curfew from Monday have it maintained. For each region, it is examined who exactly is responsible for enforcement.
If a cop or boa determines that you are unjustly on the street, you will be fined 95 euros. There will not be a warning first. Violating curfews is not a crime and you will not receive a criminal record. If you enter false information on the required statements, it is a crime: this counts as forgery.
What does the curfew mean for opening times?
Hospitals, pharmacies and other medical facilities will remain open after 9 p.m. Deliverers may deliver their letters and packages to you after 9 p.m. The same goes for meal deliverers. You can order a meal after 9 p.m. and receive it at home. Take away food is no longer allowed after 8.45 pm.
Public transport and taxis will continue to run, petrol stations will be open. However, shops at train stations and petrol stations are closed after 8.45 pm. watch here the whole overview.
