At this point, it is clear that this problem can only be solved by CSD as stated in the Royal Decree of Sports Federations. It makes it clear that “The determination of the number of non-EU foreign players authorized to participate in official professional events or competitions at the state level, will be carried out by common agreement between the Spanish Sports Federation, the professional league and the corresponding association of professional athletes. “. In case of disagreement, it will be CSD who will establish “by resolution, the number of non-EU foreign players who will be able to participate in the competitions of the professional leagues”.

And then there is the cost of arbitration in the new professional category. Currently the 16 clubs have been paying 3,300 euros per game last season for arbitration work. Starting from the fact that it is the local team that takes care of this expense; This represents a total of 50,000 euros this past season for the 15 games that each team plays in their stadium.

Well then, the proposal put forward by the RFEF to the League for this 2022-2023 season happens because the clubs pay the same as in the First Division of men’s football. Amounts that are far from what the clubs had in mind.

We will see why this matter, as stated in the Royal Decree of Sports Federations, must be resolved by the Professional Arbitration Committee. Also in its second additional provision, it states that “In those sporting modalities in which there is official competition of a professional nature, an Arbitration Committee of the professional competition will be constituted”.

A body that must be composed of a member appointed by the League, another by the RFEF and a third party appointed by agreement between the parties. If there is no agreement, it will be the CSD who decides And among its functions, also included in this provision, is to set the economic amount. It literally says the following about its functions;

1- Appoint the referees who will direct the matches

2- Establish the rules that have an economic impact on the arbitration of professional competition

3- Develop programs for updating and standardizing the technical criteria during the competition, in accordance with the guidelines established by the respective Technical Committee of Referees”

It is clear that it is not a trivial matter. But, even in the case of reaching the start of the league without an agreement, the RFEF must provide the arbitration service to the League so that the matches are played without problems.
