The heads of the centers knew in advance that a state authority would come in control, and the employees from the social assistance department told them how to deal with documents, including recommending them to fill in documents with fictitious data so that it appeared that they had fulfilled the measures recommended in following other checks.
The centers had many fictitious employees, relatives or friends, according to wiretaps made by prosecutors. Their aim was to meet the criteria to be licensed to provide social services, but the staff was insufficient for the needs of the elderly or disabled beneficiaries, who were locked up or released. All for the greatest possible profit from the money intended for the needs of the people who were in the centers, according to the arrest report consulted by HotNews.ro.
The centers illegally obtained the right to provide social services to institutionalized beneficiaries from the social assistance departments with the direct support of civil servants from the general social assistance departments in the Bucharest-Ilfov area, but also of the officials from AJPIS Ilfov, who assisted in obtaining and renewing credentials as social service providers and obtaining or renewing operating licenses, prosecutors claim.
The pawn in Godei’s scheme
An important pawn in the scheme to extort money from the state by humiliating and starving institutionalized persons set up by Șfetan Godei, one of the leaders of the groups, was Andrei Răzvan Țicu, head of the case management service and social monitoring services for adults with disabilities in within the DGASPC Ilfov, it is also shown in the DIICOT report.
From the interceptions in the file it appears that Țicu, who addressed Godei as “boss”, and another employee from DGASPC Ilfov, his subordinate, Bianca Popa, were telling the people from the Association “Saint Gabriel the Brave” what to do to get through the checks, including how to complete the paperwork to show they have all the necessary staff.
According to the investigation, Țicu befriended Godei and although he knew the situation in the two asylums he controlled, he did not notify the authorities.
Fish for silence
In exchange for his contribution to the group’s criminal activity, Țicu was occasionally rewarded by the leader of Godei’s group with various products, namely fish from the fishpond that Godei managed.

He owns 3 cars and has 5 loans contracted for amounts between 25,000 and 55,000 ei.
Andrei Răzvan Țicu has been working at DGASPC Ilfov since 2014 and in 2022 he collected almost 120,000 lei.
Țicu also won 120,000 lei from sports bets last year, it is also shown in the wealth declaration dated June 2023.
Andrei Răzvan Țicu and Șfefan Godei were remanded in custody for 30 days and Țicu’s subordinate, Bianca Popa, was placed under house arrest.
