“We have confirmed numbers. 386 children – the fact that they have been placed in Russian families and the adoption procedure has been started or completed for them has been established,” said Lubinets.
He emphasized that terminology is very important in this matter, as there is a difference between adoption and temporary guardianship.
Lubinets reminded that Maria Lvova-Belova, Russia’s Commissioner for Children’s Rights, during a meeting with dictator Vladimir Putin, herself announced that she had adopted a child from Ukraine. So she herself admitted that she committed a crime. After receiving the arrest warrant of the International Criminal Court, Lvova-Belova started to say that she did not adopt a Ukrainian child, but took him under temporary protection – temporary guardianship.
“The adoption of children from countries that are in a state of international military conflict – this is what war is called according to international humanitarian law – is prohibited. That’s why these terms are very important to us, it is very important for us to find out exactly the legal fact that Russian citizens adopt Ukrainian children. This clearly corresponds to the features of the war crime of genocide, which can be treated as a war crime committed by the highest military-political leadership of Russia,” noted Lubinets.
Commenting on the return home of 11 children illegally held by the Russian occupiers in the temporarily seized part of Kherson region, Lubinets said that it had been worked on for several months and hoped that more such positive news would come soon.
