District Court – Burgas reported its activity and that of the eight district courts for 2023 at a general meeting of judges from the institution. During the year, the district court examined 5,673 cases, of which 4,629 cases were completed. All regional courts achieved high results – from 95% of cases in the Regional Court – Malko Tarnovo, to 84% of cases in the Regional Court – Nessebar, completed within three months. The District Court – Burgas has the highest actual workload in terms of considered and completed cases.

“The judicial activity of the judges of the District Court – Burgas and the eight district courts in the region can be fully justified as very good”, reported the Administrative Head of the District Court – Burgas, Rositsa Temelkova.

The president of the court drew attention to the serious and in-depth study and preparation of the cases and the quality of the issued acts, giving a request: “For the coming year, we are setting higher goals, including more effective access to justice, accountability and transparency of work processes, and administration of justice based on the rule of law.”

Judge Galina Todorova, deputy president of the Court of Appeals – Burgas, was a guest at the reporting meeting. Judge Todorova congratulated the district and regional magistrates for the reported urgency and dedication in their work, as well as for the good results achieved.

During the reporting period, the most cases were received in the Criminal Division of the District Court – Burgas – 1,744 criminal cases, which is 189 cases more than in 2022 and 370 more than in 2021.

The total number of examined criminal cases in 2023 is the largest for the last 5 years – 196 criminal cases. The most numerous are cases involving narcotic substances, followed by cases of causing death due to negligence in transport. In 2023, a total of 1,781 criminal cases were completed, which represents 91.52% of all examined cases. Of these, 1,575 cases are within the three-month period, or 88%.

In 2023, 1,685 first-instance civil and commercial cases were examined in the District Court – Burgas.

A total of 1,125 of these cases were completed during the year. A significant share of civil cases during the reporting period falls on claims against insurers and the Guarantee Fund. Obviously, legislative measures over the years aimed at reducing the number of traffic accidents have not yielded results. Requests for adoption information are on the rise. In the case of commercial cases, the revenue for claims for rights and legal relations related to commercial transactions is traditionally large.

The total number of appellate civil and private civil cases considered in 2023 was 2,035 cases – 1,397 appellate civil and 638 private civil cases.

Out of all cases considered, 69% of appealable civil cases and 93% of private civil cases were concluded within three months.

In the District Court – Burgas, during the reporting period, there was a permanent increase in the cases of disputes over parental rights, as well as the cases under the Law on Protection from Domestic Violence. In the analysis made, Judge Temelkova emphasizes the possibility that these two groups of cases go through a mediation procedure before the court proceedings begin. In this sense are the amendments to the Civil Procedure Code and the Law on Mediation of 2023, which enter into force in 2024.
