“Brickel” TPP will continue to operate after the Administrative Court in Stara Zagora revoked the order to suspend the production activity of the enterprise. BNR reported. For now, no further details are known.
The coercive measure was imposed on July 29 by RIOSV – Stara Zagora after an inspection of former Prime Minister Kiril Petkov and the Eco-Minister in his office Borislav Sandov. Then Sandov explained:
“We are closing the Brickell TPP because it does not meet the environmental requirements, European norms and Bulgarian legislation. The owners do not want to modernize the plant so that it does not pollute the environment and does not harm human health. Last year, the plant operated above the average annual rate of sulfur dioxides It has a new complex permit from December 15, 2021, but apparently does not want to comply with the new conditions in it, because it has not signed a protocol for it.
The plant is supposed to run on 80% coal and 20% biomass/straw, and in its reports it says the ratio is 50/50. We were told on the visit that it runs on 100% coal. Where is the difference – no carbon emissions are paid for straw, and in order to pay twice as much emissions, they report a ratio of 50 to 50. However, on the ground, it can be seen that they do not have straw and only declare this fuel on documents.
Each enterprise operates with its own monitoring and reporting, but this is a vicious mechanism because the polluter must report violations themselves. But even according to the data of its own monitoring, the operator reports excesses. And our mobile station, already placed in the right place, during the check with the prime minister reached its maximum measurement capacity, it could not measure more than that”.
Sandov warned that in order to operate again, Brickell TPP must bring its parameters in line with the conditions of Bulgarian and European legislation, that there should be no unorganized emissions, including those that exit through the entire building and through the so-called a bypass chimney that is only for emergency situations.
