The district court invalidated the decision of the Kharkiv City Council on the regional status of the Russian language, which was adopted back in 2012.
The Kharkiv Regional Administrative Court declared illegal and invalid the decision of the city council, which gave the Russian language the status of a regional language in the city. This is evidenced by data site of the unified state register of court decisions.
“To recognize as illegal and invalid from 28.02.2018 the decision of the Kharkiv City Council On the implementation of the provisions of the law of Ukraine On the foundations of the state language policy in the city of Kharkov No. 788/12 of 08/20/2012 “, – says the decision of the judge Anastasia Moroko.
The reasoning part of the document indicates that on February 28, 2018, the Constitutional Court recognized the norms of the law as inconsistent with the provisions of the Constitution of Ukraine On the foundations of the state language policy, in pursuance of which the corresponding decision of the Kharkiv City Council was adopted.
After the entry into force of the court decision, its operative part on the recognition of the normative legal act as illegal and invalid must be immediately published by the City Council in the same publication in which it was officially promulgated.
An appeal against the decision of the District Administrative Court can be filed within 30 days from the date of its full text (May 20).
The court decision comes into legal force upon the expiration of the time limit for filing an appeal by all participants in the case, if the appeal has not been filed.
Let us remind you that in the summer of 2012, the Kharkiv City Council gave the Russian language the status of a regional language in the city.

This law introduced the concept of “regional language” – a language that is traditionally used within a certain territory of the state by citizens of this state, who constitute a group less numerous than the rest of the population of this state, and / or differ from the official language (s) of this state.
On February 24, 2014, parliament voted to repeal it. And on February 28, 2018, the Constitutional Court of Ukraine, the language law of Kolesnichenko-Kivalov declared unconstitutional.
