The councilors discussed the Municipal Loan Fund

The councilors asked for a report on the 2021 budget of the Municipal Loan Fund and the request for an extension of their intervention took on a parliamentary nature. They have also entered into draft ordinances on global solid waste management, grooming prevention and responsible pet ownership.

The municipal government party accompanied two petitions for minutes presented by the opposition. One of them referred to the general budget and the 2021 budget and another to the normalization of the Municipal Mortgage Fund. It also included the municipal executive’s request to request approval from the Council of the extension of the intervention for 180 days.

“It is a reiteration because the blockade was asking for information. We find it a bit problematic that the Secretary of the Treasury (Guillermo Corrales) did not respect an agreement we had during the extraordinary sessions last year, when he established that in March he was about to report on the progress of expenses and processes. However, it did not appear “, questioned the councilor of Nuevo Encuentro, Nahuel Mosquera, regarding the request for a report on the 2021 budgets.

“It is a pity. We have all possible will to work and agree”, stressed the mayor of the Front of everyone in the district amid a tense calm after the sectors had agreed in the parliamentary work to give rise to the request for a report.

“We are about to accompany the resolution, but it is up to this administration to reconstruct almost ten years of equilibrium. We remind you that during the previous administrations, from 2010 to 2017, no budget was presented that the intervention then had to present”, said the councilor of the Civic Coalition-ARI, Fabián Nieves, on the previous administrations of the Municipal Loan Fund.

“We understand that the budgets are being reconstructed and we asked to be informed about the audits. What I wanted to clarify is that all deadlines have expired, so we ask for the 2021 budget. For this we make the requests, to know the real situation” , underlined the Peronist municipal legislator Lorena Acevedo Caffa.

For his part, the president of the institution, Alfredo Vallejos (UCR), clarified that the previous financial statements, such as that of 2020, were presented in a timely manner, and that “they are available to the directors”.

However, the Frente de Todos bloc criticized the continuity of intervention in the autarchic body. They also referred to the claims of workers in the sector regarding the stability of their jobs.

«It was expected that the intervention would put an end to the alleged irregularities and clean up the accounts of the Municipal Mortgage Fund and today we find the administrative deadlines expired. A year has passed since that ordinance approved the last intervention, when the rule is clear “, said Peronist Magda Duartes about the deadlines that ended between April and May last year.

“I find it shameful, not to say ironic, that the autonomy of the Municipal Loan Fund has been sacrificed and now they are sending us a request for an extension,” said the mayor of Frente de Todos.

The entity recovered its autarky during the government of the Peronist Carlos Mauricio “Camau” Espínola and continued under the administration of the election of municipal workers during the government of Justicialista Fabián Ríos. With the first government of the radical Eduardo Tassano, the intervention was called to clean up the institute in the midst of the lawsuits.

“It’s not just a question of deadlines, there are elements in some administrative decisions,” Duartes said, which can lead to “an annulment”. He stressed that “the clients of the municipal fund are in a situation of legal precariousness”.

“What a pity that the party that ruled when the misappropriation of the Municipal Loan Fund did not have the same emphasis,” Nieves replied to questions from the opposition. The mayor of ECO + Juntos por el Cambio stressed that “there are causes of mismanagement of funds”. And he pointed out that the intervention “went ahead with sanitation.

Grooming, GIRSU and pets

Yesterday the bill for the creation of the Digital Citizenship Building Program for the prevention, awareness and eradication of Grooming and the responsible use of information and communication technologies was presented in parliament.

In addition, a project was introduced to amend the current Responsible Ownership of Potentially Dangerous Dogs Ordinance (PPP). One of the novelties concerns the preparation of a Register of Owners, Holders, Breeders, Breeders and Traders.

A draft ordinance was also presented to establish the general framework to which the procedures for the Integral Management of Urban Solid Waste (GIRSU) generated in the municipality must be adapted. Also respect the provincial law n. 6,422 on minimum budgets for environmental protection.
