District Prosecutor’s Office-Blagoevgrad filed an indictment against Danail Stoitsov for consideration in court. He is brought to criminal responsibility for crimes committed by him – illegal possession of weapons and ammunition, official crime for the purpose of property gain and bribery.
Since 2016, the accused held the position of “chief inspector”, head of the “Road Police” sector in the Ministry of Internal Affairs-Blagoevgrad.
In the course of the investigation, it was established that the accused kept a short-barreled firearm, a Makarov pistol, and ammunition – 43 cartridges – in his office. They belonged to a private individual, and Danail Stoitsov did not have the proper permission issued.
In the period from February 2018 to May 2018, he repeatedly violated and did not fulfill his official duties. Ordered the escort by a special official vehicle of the Ministry of Internal Affairs of heavy-duty, oversized equipment transported by a commercial company on the republican road network and municipal roads in Pirinsko. This was done without permits duly issued by the Road Infrastructure Agency, without payment of due fees and costs, and without a signed contract.
In addition, to carry out this regulated activity, the accused diverted a traffic safety patrol car carrying out planned tasks. With his actions, the former road chief aimed at obtaining benefits for commercial companies through non-payment of tolls and those for administrative activities.
As a result, there were significant harmful consequences for the state, in particular for the Road Infrastructure Agency and the Ministry of the Interior, of a property and non-property nature.
The administrative activity of the two departments was damaged, the authority of the respective control bodies was compromised, and their budgets were damaged. In his capacity as an official, the accused requested and accepted from various persons sums of money, which were not due to him, in order to perform an official act related to the procedure for issuing plates with registration numbers.
Danail Stoitsov was imposed a disciplinary penalty of “dismissal” and his legal relationship with the Ministry of the Interior was terminated. The court is yet to schedule a hearing on the case.
