UNN has had at most 25 hospitalized coronary patients.

The theme of the press conference is that corona patients, other admissions and many patients ready for discharge create major problems for hospital operations. Among other things, planned operations can be postponed.

– Many in UNN are starting to get very tired, says Anita Schumacher, director at the University Hospital of Northern Norway.

– It is a very demanding total load. We are unable to shield planned treatment, says Schumacher.

9 of the 14 covid patients at UNN are unvaccinated, says chief physician at the Department of Infectious Diseases Dag Seeger Halvorsen.

He says that most men are hospitalized, and that it is mostly elderly patients. 80 percent are over 60 years old. Very many have the common underlying diseases.

Lack of resources

Laila Furulund Strøm, section leader of the intensive care unit at UNN, says corona patients are even more resource-intensive because they are isolated.

– We have challenges in meeting the need for intensive care nurses in a normal situation – and then it becomes extra challenging during a pandemic.

– It requires more resources.

Furulund Strøm says they have to move employees and that they have to work a lot of overtime, and that the biggest challenge is the lack of intensive care nurses.

– In addition, we must take into account that there may be hospitalized children with RS virus.

But the director at UNN says that they are not at the breaking point yet.

– A breaking point for me, it is a point where you can not handle the situation. We are not there, Schumacher states.

Large load

Tromsø is one of the places in Norway with the highest infection pressure. This has led to a great strain on UNN with many hospitalized coronary patients.

The days in the hospital are tough. They have received several intensive care nurses from other hospitals, and an unusual number of patients with covid-19 also means that UNN has to postpone operations.

On Tuesday, 187 corona-infected patients were admitted to hospitals in Norway. There is a decrease of ten patients from the day before.

19 of the patients receive respiratory treatment and 45 are in the intensive care unit.

At the chairmanship meeting in Tromsø municipality earlier today, Magne Nicolaisen, director of health and care in the municipality, informed about challenges.

– Right now it is an incredibly difficult situation in the health care system in Tromsø municipality, when it comes to running day by day, says Nicolaisen.

Large sickness absence among employees and infection in institutions in Tromsø create major problems. Especially when it comes to staffing.

New measures in Tromsø

The new corona regulations were discussed in an extraordinary chairmanship meeting today, Tuesday at 10. The municipality has informed about the new measures.

– We want the event to continue to take place. Therefore, we want the nightclubs to be kept open, and that the Christmas table should be held, says mayor Gunnar Wilhelmsen in the press conference.

But it will happen by table placement.

– All last week we said that conferences and Christmas dinners should go their own way, Wilhelmsen says.

Therefore, they do not introduce the meter, he states.

New measures in Tromsø

The following infection control rules apply in Tromsø from and including Wednesday 10 November:

Duty to wear a face mask

People over the age of 12 must wear a face mask
in taxi, for driver and passengers on all public transport in Tromsø municipality,
indoors in stores
in the common areas of shopping malls
at restaurants where you do not sit at a table
in premises for culture, conferences, sports and leisure activities
when one can not maintain at least 1 meter distance beyond short passes to other than household members.

Exception:

The obligation to use a bandage does not apply to employees in places where other infection control measures have been implemented for the employees, such as the use of visors, partitions, etc. in accordance with the National Institute of Public Health’s recommendations.
The obligation to wear a face mask does not apply when sitting at a designated seat during sports, conferences and cultural activities.
The obligation to use a face mask does not apply to restaurants before kl. 17.00
The obligation to wear a face mask does not apply to those who engage in physical activity and persons who perform during cult events.
The order does not apply to people with medical conditions who want to have the unnecessary inconvenience of wearing a face mask.

Home office

Employers must ensure that employees who travel by public transport to the workplace must work from home as far as is practically possible. Employers must be able to document that information on how this is to be carried out in the company has been given to employees.

Requirements for fixed places at restaurants and events with a license to serve alcohol

Catering establishments and events that have a license to serve alcohol shall only serve alcohol to persons with fixed seats and there shall be seating for all guests. The requirement applies from kl. 17.00 and until ordinary closing time.

Definition of event

Events mean gatherings in a public place or in rooms that are rented or lent out, including hotels, town halls, town halls, conference halls and halls.
By private gathering is meant social gatherings that take place at a place as mentioned in the first paragraph, for persons outside the same household, or social gatherings in connection with work or school.
Organized training, tests or exercises, meetings or gatherings as part of ordinary work or teaching are not considered events.

It is not possible to hold events with several people present at the same time than:

100 people at a private gathering in a public place. Employees and contractors who are responsible for the implementation of events shall not be included in the total number of people who may be present at the event.

The regulations enter into force on 10 November 2021 and apply until 23 November 2021.

– There is a great danger that the measures will have to last a long time.

This was said by infection control doctor Trond Brattland, before the presidency had considered the case and made a decision.

He believes that one should therefore have as few intrusive measures as possible, with the least possible consequences – but with the most possible effect.

Recommendations in Tromsø

The following infection control recommendations apply in Tromsø from and including 10 November, up to and including 23 November.

Recommendations for individuals

Tromsø municipality recommends all residents over the age of eighteen:

to reduce the number of people you are with in social contexts during the week
to keep a distance from others outside the household when in a public place.
Tromsø municipality recommends that there are no more than 30 participants in private events in a private place indoors. This recommendation applies regardless of age, but with the exception of children’s birthdays and similar events for children where there is a necessary number of adults as facilitators.

Tromsø municipality recommends all employers:

to facilitate the use of digital meetings where this is possible and appropriate
to avoid arranging social gatherings for employees across the business

Tromsø municipality recommends all organizers to think about infection control related to their event.

This means ensuring sufficient areas so that people do not have to stand close together and arrange for seats where this is possible.
We also recommend having an overview of participants and being able to give notice if infection is detected afterwards and have hand alcohol readily available.
Organizers should also inform about the use of face masks when people are not sitting in their seats.

Recommendation for restaurants

In addition to the provisions in the regulations, Tromsø municipality recommends that restaurants both with and without a license to serve alcohol as far as practicable ensure table placement for all guests also before 17:00 and that serving takes place at the table.

Recommendations for the sport

Tromsø municipality recommends that tournaments and conventions with participants over the age of 18 should be postponed or canceled. Individual matches can be played.
For tournaments / conventions with participants under the age of 18, it is recommended to avoid spectators beyond parents.
For several subsequent trainings / matches / events in a facility, it is recommended that good arrangements be made for the audience and participants at the previous event to leave the facility well in advance of the start of the next event. The reason for this is to avoid large gatherings, as well as to avoid different groups gathering.
For matches outside of top sports, it is recommended to limit the audience. The audience should have seating. Otherwise, requirements for the use of face masks when not sitting will apply to the public. It is also important to ensure distance between people who are in a possible kiosk queue.
For unorganized sports, we recommend that you stick to your regular teammates.

Other recommendations

Tromsø Municipality recommends that swimming pools and fitness centers help those present, with the exception of children and household members, to be able to keep their distance from each other. This should be done through information and, if necessary, by reducing the intake of participants
Choir and corps exercises have been shown to be linked to an increased risk of infection. In these activities, it is encouraged to have a special focus on infection control, including ensuring distance between participants.

Today, Tuesday, 88 new people were registered who have tested positive for the coronavirus. That is ten more than for Tuesday last week.

Tromsø municipality will introduce a number of measures and recommendations to combat the widespread infection in the city.

Last week, the municipality reached a peak with 101 people who tested positive for the coronavirus.

Increases preparedness in Bergen

At UNN, they have already increased preparedness to the yellow level. Now other hospitals must also increase preparedness.

Haukeland University Hospital and Haraldsplass Diaconal Hospital increase preparedness to a green level.

The reason is the ongoing infection situation. There is an increased volume of inpatients and absenteeism and illness among staff.

– Green level of preparedness means that the situation is unclear and that there may be a need for extraordinary resources and measures, says CEO of Haukeland University Hospital, Eivind Hansen in a press release.

It is stated that increased preparedness can lead to a reduction in the number of planned operations, admissions and consultations.

No infection control restrictions will be introduced for the time being, but the hospital directors encourage the public to limit visits.
