The unemployment rate for those under 26 fell last year (it stood at 15.9%) and that’s good, but there is no question of being satisfied with it. Despite the economic recovery, we know that some young people will not be able to bounce back alone. Leaving the school system too early, often without a diploma, they have never managed to get any CDD. They have no defined professional project and lack self-confidence. In the jargon, they are called the Neet for Not in Education, Employment or Training (neither in studies, nor in employment, nor in training in French).
It is to this segment of the population that the youth employment contract (CEJ) is mainly aimed, which has just come into force on March 1. This new system replaces the Youth Guarantee, set up under the Holland five-year term. It is part of the One Youth, One Solution national plan.

An allowance under conditions
With the CEJ, the government sets very specific objectives, such as following an intensive support program of 15 to 20 hours per week with Pôle emploi or the local Mission (the two organizations are indeed authorized to welcome young people) . In return, an allowance of €500 (€200 for minors) is provided. “€500 is a maximum but the allowance may be reduced according to resources, for example if the young person is still attached to the tax household of his parents”, specifies Denis Batis, coordinator at the local Mission of northern Moselle.
The purpose remains the same, however: getting a job, qualifying training, returning to school or voluntary civic service, voluntary military service, 2nd chance school… “The exit objective remains employment”, insists Denis Batis, whose team of integration advisers will be further expanded to manage future candidates.

What accompaniment?
The accompaniment offered by the integration counselors of the Local Mission is multiple. “It is often necessary to settle issues of housing, health and mobility upstream. » Different types of workshops are offered, in order to gain confidence, know how to be, share experiences with other young people… The course, lasting one year, can be punctuated by internships in companies to discover professions and the codes of the world of work.
The remobilization of the Neet is a long-term job. “On paper, everyone needs to work, but when it comes time to take action, you realize that young people are in no hurry. There is a longer maturation time than before. This seems specific to Generation Z, ”says Nathalie Soro-Mazzini, adviser at the local Mission.
