Following the principle of rotation, Abbas Tolli will be replaced by a national of the Central African Republic.
The governor of the Bank of Central African States (Beac), Abbas Mahamat Tolli, has completed his seven-year non-renewable mandate at the head of the central bank of the Cemac countries. This transition should lead to changes in the current configuration of the Beac government, in accordance with the principle of rotation by country and alphabetical order for key positions.
Transition with tension
The Cameroonian Eugène Nsom, director general of general control, released a note to recall the vacancy of the position of the governor of the BEAC due to the end of the mandate of Abbas Tolli. “(…) in application of the provisions of articles 51 paragraphs 3 and 51.4 of the statutes, the seven-year non-renewable mandate of Mr. Abbas Mahamat Tolli, which began on February 6, 2017, ends on February 6, 2024. On this date, Mr. Abbas Mahamat Tolli no longer has a mandate and legal authorization to be a representative of the country he comes from within the Beac government. There is therefore a vacancy in the position of governor of the Beac, from February 7, 2024 in the morning », Wrote the director general of general control of the Beac.
An outing which did not leave Abbas Tolli indifferent, since in reaction he in turn wrote to the vice-governor, the secretary general and the general directors to express his indignation. “ For some time, the DGCG has repeatedly exceeded the limits of its powers and encroached on the responsibilities reserved for the Governor and the Vice-Governor by the bank’s statutes. … »
« …The appointment of the governor of the Beac falls exclusively within the competence of the conference of Heads of State of Cemac. The procedure for handing over charges is clearly established and will be carried out by the president of the UMAC ministerial committee. It is therefore not up to the DGCG to create its own standards within the central bank», underlines the Chadian who should soon give up his seat to the Central African Republic according to the principle of rotation of the Beac.
The conference of Cemac Heads of State will therefore be held tomorrow February 9, 2024 by videoconference.
