In general, Russian ideologues have a very difficult task. Since they have declared that there is no page in Russian history to be ashamed of, they must somehow put together such antagonistic formations as the Russian Empire and the Soviet Union. This, of course, creates a certain cognitive dissonance, which probably the propagandists themselves are aware of and try to reduce it with all their might.

The Russians have always presented the invasion of Ukraine as self-defense, and all propagandists claim that the current “Kyiv regime” threatens Russia and its people. Ukrainians are committing terrorist acts on the border of Russia, so Russia has to protect itself.

It is interesting that “Deutsche Welle” reflects in its article on the statement of Ukrainian President Volodymyr Zelensky that the war will naturally enter Russian territory, seeking an answer as to whether Ukrainians can attack Russian territory.

“Under international law, countries can defend themselves if they are attacked. “Under these circumstances — cross-border aggression — Ukraine really has a right of self-defense,” said David Schaefer, who teaches law at Arizona State University. “And that right of self-defense includes military strikes against Russia. in the territory to try to deter, prevent, repel acts of aggression against Ukraine.” Such “territory” is not limited to the front line,” writes “Deutsche Welle”.

At the same time, the publication emphasizes that international law does not allow attacks on civilians. Schaefer told the publication that “it is a legitimate act of self-defense by Ukraine if it really strikes very deep into Russia, including Moscow, as long as those strikes hit military targets. If any of these drone strikes hit civilian targets in Moscow, that will be illegal.” The article concludes that international law allows attacks on Russian-occupied territories, such as the Crimean peninsula, which legally belongs to Ukraine, and Russian naval targets in the Black Sea, but not on civilian merchant ships.
