The CNMC challenges the Valladolid taxi ordinance
The National Commission of Markets and Competition (CNMC) has filed an appeal with the Valladolid City Council for the regulatory ordinance for public transport services for passengers in autotaxi approved last July.
They explain that after not receiving a response from the City Council to the request issued a few weeks ago, it has decided to file a special appeal against the aforementioned ordinance.
The CNMC had previously challenged aspects of the previous Regulatory Ordinance of January 9, 2018.
The Valladolid City Council approved this Ordinance regulating the operation of the Territorial Area of joint provision of Valladolid and its surroundings (ATPCVA), which was published on July 2, after the previous text, approved in 2018, was annulled by court ruling in November 2019.
This ordinance regulates the operation of the taxi service in the capital of Valladolid and in 23 municipalities of the Alfoz, so that from its publication the system by which the capital’s taxis can serve services in the towns and vice versa with a unified rate.
The TSJCyL declared the Regulatory Ordinance null and void in November 2019 after the demand of seven taxi drivers, which left without effect some fundamental aspects within the sector such as metropolitan stops, vehicle breaks and exclusivity at work for taxi drivers .
Among other restrictions are the general limitation of the number of licenses for each holder to a single planned one, the moratorium of 3 years (or 5 years if the holder of 2 or more licenses) before their transmission and the limitation of the number of employees to two per license, as well as the requirement of a driving license in addition to the permit required by the General Directorate of Traffic.
