The National Human Rights Commission (CNDH) issued a recommendation to the National Migration Institute (INM), after proving that its staff housed more than 20 migrant adolescents “in inadequate conditions” in spaces for adults at the Guadalupe Immigration Station. in Nuevo León.
The national organization pointed out that the INM, headed by Francisco Garduño, violated the best interests of children, as well as the human right to legality and legal security, since it failed to make them immediately available to the National System for the Comprehensive Development of the Family (SNDIF) or its local equivalent.
In Recommendation 167/2024, the CNDH indicated that during several visits to the immigration station it collected complaints from adolescents, “who were detained by Immigration and housed in inadequate conditions for between one and six days.”
Due to the above, the CNDH recommended that the INM, in coordination with health sector authorities, provide psychological care to eleven victims; collaborate with the investigation before the Internal Control Body, to determine the responsibilities of the public servants involved; and teach a specialized course on human rights, security and due process in immigration procedures, aimed at INM personnel in Durango and Nuevo León.
