Within the framework of the Professional League Council (16 First and 12 Second Clubs) held in the Centenario Stadium, the creation of the Professional Soccer League was approved, which is now beginning to go through its regulatory process.

In a second vote on the forms of work and the formation of a commission to work on the regulations and statutes, four clubs abstained which were: Montevideo City Torque, Nacional, Plaza and Deportivo Maldonado.
