Candidates who have studied abroad and other candidates who do not have information about higher education in the system should apply to the Ministry of Education (Baku city, Nasimi district, Akademik Hasan Aliyev Street, 299 or regional branches of Ministry of Education). Before registering, candidates are advised to use the following in order to correctly choose the task group, prepare for the exam more effectively and familiarize themselves with the rules of conduct in the exam:

A candidate who successfully passes the test is awarded a certificate according to the positions included in the subgroups. The certificate is valid for 5 years. A candidate can get several certificates for civil service positions.
A person who has a Certificate for the relevant subgroup of administrative positions can participate in the interviews held for the position specified in the Certificate, as well as for the position corresponding to lower subgroups within the group to which that subgroup belongs. A candidate who applies for participation in the announced interview must meet the requirements of the general conditions for holding vacant positions established by legislation. A candidate who does not meet the requirements of the general conditions cannot participate in the interview.
