Emmanuel Bertin had to work to go back in time, to set the record straight. A big challenge for the municipal assistant in charge of human resources. Like many other cities, Thionville was playing for time on the sensitive issue of the working time of its municipal agents. The City had averted its gaze from the law of January 3, 2001 establishing the legal framework of 35 hours of work per week. It took a reminder to the law, through another… law (that of August 6, 2019), to unearth the mandatory nature of this annual “floor and ceiling” threshold of 1,607 hours. With, this time, a deadline imposed by the legislator: on January 1, 2022, Thionville had to say goodbye to its derogatory regime fixing the duration of the annual working time of its living forces at 1,530 hours.

The little story will retain a slight sprain at this deadline. No one will hold it against Emmanuel Bertin. Obtaining the consent of 700 employees with varying expectations depending on their department, function and personal aspirations sounded like a tough challenge.

RTT and split leave

Creation of working groups made up of staff representatives and volunteer agents, internal surveys and questionnaires, survey of the opinions of agents in each department, etc. Since December 13, the City has launched a vast consultation with its officials: “The challenge of the working groups was to find the solution best suited to the needs of all agents, and to guarantee the best social climate” , recalls the chosen one. Work more to earn as much: this proposal, hardly attractive in its title, was finally imposed on those concerned via devious means. To catch up with the Civil Service Transformation Act, the two sides agreed to waive five days of annual leave, seniority leave, and statutory holiday recuperation.

In return, agents will discover the existence of RTTs – with the exception of those working at the La Scala cinema and in the electricity and metalwork department – ​​and will be able to claim a maximum of two days of splitting leave. To this general device, are added other relaxations relating, for example, to the arduousness of the function, the maintenance of staggered hours for certain services, the monetization of the time savings account, etc. This new organization received the dubbing of the municipal council. Just like the following point on the extension of teleworking, to a maximum of two days a week, for full-time agents. A progressive measure which gives the feeling that Thionville has not simply made up for lost time.
