The city of Winterthur strengthens the rules for electric scooters

The city of Winterthur charges a monthly fee of CHF 5 per device from suppliers of the 31st vehicle, as announced on Thursday 10 November 2022.

Taxes will be due from 2023

The city council of Winterthur justifies the new regulation with a decision of the Administrative Court of Zurich in January of this year.

This classified the operation of a stationless bike sharing scheme as “increased common use of public land”, subject to approval and taxes.

As a temporary solution, the Winterthur city council then issued seven electric scooter operators a license to drive 150 vehicles for 2022 and announced that the tariffs would be due starting in 2023.

The city council hypothesized a “simple common use of public space”.

Two-wheeler sharing offers in Winterthur may be operated without authorization from 2019 to 2021.

Up to 150 vehicles per supplier were allowed, or 400 vehicles in total.

The city council assumed that the public space was of “simple common use” and did not require authorization at the time.
